Role of attribution science in operationalization of the Loss and Damage Fund

Description

The Loss & Damage Fund was operationalized in 2023 during the first plenary session at COP28 in Dubai, United Arab Emirates, with pledges totalling 661 million USD. Although this amount is insignificant compared to the current estimated costs ( USD 290 – USD 580 billion annually by 2030) of loss and damage in vulnerable developing countries, the elected Executive Board has the responsibility to develop a resource allocation system for consideration at COP30 and beyond.

This period is a critical time for the Board to flesh out details that will make the fund operational. We identify three broad areas in which critical issues are currently under consideration and lay out if and how they can benefit from insights provided by attribution science, and crucially, where science provides little guidance. These areas are:

(1) the architecture of the fund,

(2) the scope of the fund with respect to the types of hazards covered,

and (3) the estimation of financial needs.
