Water resources are facing tremendous challenges. In part because of global drivers such as climate variability and change modifying our understanding of supply, and demographics and global markets reshaping water demands, but also because of the way we actually manage water. Infrastructures to store, allocate and distribute water and the associated policies linked to water rights, diversions or insurances, have greatly transformed water resources and will keep doing so. The cost of aging infrastructure has been recognized; environmental flows regulations are being devised; and the potential of hydro-power is being revisited as renewable energy penetration is progressing. A reconsideration of the impact of water management strategies is necessary.Relying on a surface water network built for the continental US, we explore the difference between streamflow natural variability, i.e., due to climate, and modified flow, i.e., due to human actions on water resources. Through repeated sensitivity analyses for several scenarios (e.g., with or without reservoirs, canals, policies), we compare the influence of human intervention on surface water resources. The assessment considers both the spatial and temporal dimensions resulting in stress maps and time series of water risks.  This modeling effort opens the door to the development of new agile governance strategies that have been recognized as crucial for climate mitigation.
